ABSTRACT
Here, I examine some of the practical problems associated with a state bureaucracy that is attempting to transform into a market bureaucracy. The details focus on the situation in England, but the broader issues will pertain to any higher education system that moves from an independent situation (that I have tried to characterise as ‘publicly orientated’) into a state dominated system, and then into a marketised system.
