In th e summer o f 19 74 , th e F o r e s t and R ang e lan d R enew able R e so u rc e s P la n n in g A ct (RPA) was e n a c te d , w h ich d i r e c t e d t h e S e c r e t a r y o f A g r i c u l t u r e t o d e v e lo p a lo n g - ra n g e p ro g ram f o r th e n a t i o n ’ s re n e w a b le r e s o u r c e s . T hrough o u t 1975 , th e F o r e s t S e rv ic e was w o rk in g a c t i v e l y and h a s t i l y to m ee t th e f i r s t d e a d l in e o f th e a c t , an a s s e s s m e n t o f th e s i t u a t i o n and a p ro g ra m , ea c h due a t th e end o f 1975. How f a r , o r t o w hat e x t e n t , t h i s a c t w i l l b r i n g a g r e a t e r m e asu re o f econom ic p la n n in g i n t o th e m anagem ent o f th e n a t i o n a l f o r e s t s r e m ains to be s e e n .
