ABSTRACT
Legislative and judicial decisions have opened the way for desegregation in this country and political forces have pushed for similar reforms in other nations. But the jurisdiction of such decisions is in fact limited, applying only to the policies of social institutions or systems of subordinate institutions. Translating a decision or policy into a viable set of procedures or program that is effective and receives public support is a more difficult process than deciding on the policy itself.
