ABSTRACT
Minerals availability is more a function of engineering technology and economic feasibility than of resource existence. For example, the sun’s energy beams upon the earth continuously, but the engineering and economic impediments of capturing this energy overshadow its abundance and ready access. Similarly, the mineral content of the seas represents a vast physical resource, again limited in utility by engineering and economic constraints.
