ABSTRACT
Climate-change governance in China is complex and dynamic. This chapter provides a framework for understanding how bottom-up initiatives can make a GHGemissions difference in China. The multilevel analytic framework developed here is built around actors and actions. Actors are introduced, actions are conceptualized, roles are distinguished by systemic location, and pressure points are identified. Interest in pressure points leads to an assessment of developments in the international climate regime.
