ABSTRACT
As political and economic agendas become more complex, we see an increasing trend to regionalisation, with decision-making powers devolving to lower levels of government. This trend is not always accompanied by a transfer of managerial and budgetary capacities as well, with the result that many regions face serious challenges in implementing a coherent sustainability agenda and developing an economic development process that takes account of future social and environmental impacts.
