ABSTRACT
This chapter will discuss from a United States national point of view the role that international comparisons may have in infl uencing US educational policy. We believe that our political history, political divisions, and the sheer number of actors who must be mobilized all inhibit clear policy action (or reverse it relatively soon after implementation).
