ABSTRACT

Norms are not to be confused with the active “ingredients” of service. The active ingredients for reduced offending are adherence with the core principles of human service (principles of risk, need, and responsivity). Under certain conditions, adherence with relevant norms will have a positive impact on treatment outcome. For example, addressing noncriminogenic needs may well enhance motivation for participation in treatment and/or enhance an offender’s ability to participate more fully in treatment.
