ABSTRACT

This chapter talks about the Emerging Principles of Recovery. Emerging principles are grouped according to the scheme shown in model 14 such as core ethical principles, strategic principles, tactical principles, implementation principles. Good ethical principles should never be abandoned for reasons of expediency. To conclude, the author summarises some of the most important lessons of this book. Recovery from disaster is a human social process as much as a technical one. The first is the recurring theme of the importance of strengthening, rather than weakening, the critical role of national governments in managing disaster recovery, at both the centre and local government levels.
