ABSTRACT

It is helpful in this respect to conceive of the urban environment as a system with certain inputs and outputs and a set of conversion processes. Thus, if the out­ puts somehow fall short of our expectations, it becomes evident that we must look both at the quantity and quality of the inputs and at the processes by which they are being transformed, utilized, and related to the end states desired of the system. It also becomes clear that we must define the outputs we desire and the functions they are to perform.
