ABSTRACT

This chapter deals with the reality of the changes, and what they mean in practical terms for managers and those charged with providing Human Resource Management (HRM), Learning and Development (L&D) and Occupational Health Services (OHS). Public services have been faced with an imperative to make wholesale changes on an unprecedented scale, to re-imagine as one commentator put it. This involves both getting the right outcome for the public this sector serves and taking the employees within the sector on a transformational journey. The landscape of public sector work is changing quickly and dramatically, and managing the workforce in the current environment has never been more challenging. This management includes a focus on cost effectiveness, cultural changes, the use of technology and the rationalising of estate, and all this whilst remaining accountable to the public and juggling political needs which occasionally conflict with working requirements.
