ABSTRACT

This chapter could be seen as largely about the impact of governments in the Gulf and a trawl of the available published data to see if there is evidence that Gulf states with more strategic capabilities have done better. As will be seen, the findings are not conclusive, although they are suggestive – and the following questions indicate a range of factors that need to be considered in explaining effectiveness:

(i) Is government trying to do the right things? (ii) Is the government, and all its partners, really committed to the strategic

priorities and associated strategic goals and working hard to deliver them?
