ABSTRACT

This is a book on the EU presidency process written from a member state perspective. The Poland-Denmark-Cyprus Trio has been used as a case – or three cases, to be more exact. The aim has been to uncover the norms and mechanisms involved in the presidency process. In the beginning of the book we raised the following questions: how did bureaucrats 1 and politicians interact during this decisive period? Which networks were utilised by the involved actors? How was the EU Presidency managed internally and externally among the Trio partners? Which preparations actually took place? Were the presidencies based on top-down or bottom-up processes – and what were the consequences thereof? What role did the motivations of the involved officials have on the presidency process?2
