The intensive preparations phase: putting the EU presidencies on track

Introduction This chapter aims to explain the logic of bureaucrats’ and politicians’ perceptions and behaviour during the intensive preparations phase no later than 1 year before executing a member state’s EU Presidency. In this phase, all of the units are in place and there is regular and intensive contact at all levels. It is also in this phase that the political level – via the ministers – becomes increasingly involved.
