ABSTRACT

Central to new public governance (NPG) are institutional representatives working together in a networked system to achieve some purpose not attainable by member organizations acting alone. These representatives thus find themselves facing a significant challenge. On the one hand, they must engage in some degree of compromise in order to meet the objective(s) for which the network originally formed. On the other, they must serve as loyal representatives of their parent institutions, protecting and promoting organization objectives, interests, and prerogatives.
