To simulate initiative, even at the risk of mistakes, must nowadays never be lost sight of as a task in making the government’s services responsible. An official should be as responsible for inaction as for wrong action…. In matters of vital importance the general public is entitled to the views of its permanent servants. Such views may often provide a check against partisan extravagances.
