ABSTRACT

This chapter develops frameworks for training municipal councils and school boards in carrying out their deliberative responsibilities successfully. The argument is that new public governance (NPG) intensifies the need for these governing bodies to share power with, rather than exercise power over, citizens by engaging them in the deliberative processes of democratic government (Linden 2002; Stone 2006; Morse 2008; Osborne 2010). Yet, most council and board members are ill-equipped to perform these duties effectively because they are part-time officials with little understanding of how to work deliberatively with each other and citizens.
