ABSTRACT

It is no simple task to assess the performance of the three functions grouped together here under the heading management services. The executive, budgetary, and evaluative functions in local government call for skillful administrative leadership, attentive coordination, prudent resource allocation, conscientious evaluation, careful analysis for performance improvement, and appropriate levels of control—whether mostly centralized or mostly decentralized, whether performed formally or informally. These functions must be handled adeptly if a city wishes to attain high levels of efficiency and effectiveness.
