ABSTRACT
Unlike the case of electricity and natural gas, where many of the cities that provide these utilities operate simply as distributors, cities more often take on much greater responsibilities in water and sewer services. Many municipalities assume a comprehensive role in the treatment and distribution of potable water and the collection and treatment of wastewater.
