ABSTRACT
Prior to the 1990s, most local government officials resisted performance comparisons with anyone but themselves. They would willingly compare their city’s performance record this year with their own record of last year and the year before that, but not with the performance records of other cities. Their city was unique, they would say, and therefore comparisons would be meaningless. 1
