ABSTRACT
Unemployment happens to individuals. The unemployment rate, however, is a matter of place, and places are nested inside larger places. The local has properties the nation may not share. The nation has characteristics that may not apply to the continent. In an integrated economy, the forces that operate on unemployment rates may extend over many horizons, from the near neighborhood to the entire world.
