ABSTRACT

In recent years, China’s civil-military relations have been under intense scrutiny for several reasons. These include the protracted transition of its military leadership from Jiang Zemin to Hu Jintao, the increasingly younger and more technologyoriented officer corps of the People’s Liberation Army (PLA), the uncertain future of cross-strait relations, the growing centrality of China as a regional military and economic power, and the fluidity of the era of unilateralism and preemption.
