ABSTRACT

Senators Humphrey and Javits, joined by other members of Congress, will shortly announce their sponsorship of “The Balanced Growth and Economic Planning Act of 1975,” a proposed piece of legislation that clearly has far-reaching implications. The bill was originally drafted by members of the Initiative Committee for National Economic Planning, of which Wassily Leontief and Leonard Woodcock are co-chairmen (and I am the coordinator). The final draft is the joint product of the Initiative Committee and the original Senate sponsors. A great deal of thinking went into the bill, and I should like to share it with the reader. It is always the case that each person who takes part in a project has a different emphasis when called upon to interpret it. I do not pretend that what follows is any but my own.
