ABSTRACT
The Bush administration has lost almost all influence on the political situation in Iraq. Kurdish autonomy in the north is a longstanding fact. A Shiite autonomous region in the south has become enshrined in the draft constitution. The Sunnis in central Iraq, shut out of the constitutional process, have no alterna tives but to vote down the constitution in their provinces and con tinue the insurrection. The possibility for a united Iraq has vanished.
