ABSTRACT

On May 17, 2015, a meeting of a coalition of motorcycle clubs took place at the Twin Peaks Restaurant in Waco, Texas. Sometime during that event, a confrontation between two rival motorcycle gangs erupted in violence outside of the restaurant. What began as a fist fight between two members turned into several minutes of shooting, confusion, and chaos. When police arriving at the scene asked everyone who had a weapon there to raise their hand, nearly every single biker there did. A police report documenting the incident described it as a combat scene where people were running around screaming, guns, chains, clubs, and knives were all over the place, shots were being fired, and bloodied bodies were everywhere. The incident led to the death of nine people and resulted in several injuries. The incident led to the arrest of 177 people and over 430 weapons being confiscated.1
