ABSTRACT

Two days before the US House of Representatives would debate and vote on the 2001 Farm Bill, Representative Kind introduced an amendment that would rewrite the Agriculture Committee’s draft bill. During the Committee’s debate on the Farm Bill, Kind had tried to include conservation funding measures from his Working Lands Conservation Act (WLSA) (Ron Kind [D-WI], 2001; Working Lands Stewardship Act of 2001, 2001). The WLSA strategy was to unite several policy communities poorly served by farm subsidy programs: fruit and vegetable growers, environmental groups, organic pro - ducers, and sustainable agriculture groups. With most provisions of the WLSA rejected by the Agriculture Committee, Kind felt many of his 145 WLSA co - sponsors would support his amendment to the Farm Bill, Amendment 10 (Working Lands Stewardship Act of 2001, 2001).
