ABSTRACT
We characterize in this chapter the state of development in 2013 using the seven dimensions of development identi ed in Chapter 1. What we shall see is a great deal of unevenness in progress toward development, with remarkable successes from which to learn, telling us that achieving development is indeed far from hopeless, and also many failures, showing us how di cult it is to improve wellbeing for the “bottom billion” of extreme poor (Collier, 2007).
