ABSTRACT
Introduction In most Asian states, corruption has been prevalent in the public procurement of goods, services and public works. This has in turn prevented the development of well-resourced public services and a high quality infrastructure and has resulted in poor value for money and nancial waste. A further consequence is the lack of equal and fair access to government contracts for business. Corruption has been evident in these states during the various stages of the procurement process from initial registration to contract implementation.
