ABSTRACT
Jon Frederick’s email managed to make me laugh on a cold New Hampshire morning as I was finishing my grading for the fall semester. Jon’s email was nothing more than a quick “nice to meet you” after we had just met at a municipal managers meeting in Portsmouth, New Hampshire. The laughter was not from the content of the email, but Jon’s title, in the signature below the content. It said
