ABSTRACT

My contribution is that of a practitioner’s perspective and my comments are based on my own experiences and observations in a law enforcement career that began in 1977. In that respect, what I present is anecdotal, miniscule and narrow when compared to research-based findings. I do not purport to represent all of law enforcement nor do I suggest that my views are representative of law enforcement leaders. I can describe, however, how I have come to view this topic after working in three law enforcement agencies in two states over the course of 37 years. I suspect that at least some of my perspectives will resonate with other law enforcement leaders, as well as provide pragmatic balance to research and theory.
