ABSTRACT
Now the time has come to measure the impact of the intervention: Has the program or
policy achieved its intended effect(s)? How can we tell? The goal at this stage is to develop
a research design for measuring program or policy outcomes (a specific, intended change
in the problem, defined by objectives). Did the program or policy achieve its intended
objectives? Why or why not?
