ABSTRACT

By counterbalancing the emphasis on reacting to calls for service with a proactive focus on solving problems, community policing addresses many needs that would otherwise be left unmet as a result of traditional law enforcement tactics. Community policing requires that the police extend personalized services to many groups whose concerns historically have been overlooked. Traditional policing tends to limit the department's response to crimes and those who commit them. Community policing broadens the police mission, sending community policing officers (CPOs) into the community as outreach specialists, so that

they can learn about community problems and provide a measure of service to a wide variety of constituent populations.
