ABSTRACT
This chapter deals with the conceptualization and measurement of work-family policy reforms. It then gives an overview of the nation-specific policy context of working and caring parents and the reforms that have taken place between the beginning of the 1990s and 2008 for 15 European welfare states. Looking at the developments of Germany and Italy within the broader European context illustrates the relevant policy dimensions and differences and further justifies the case selection.
