ABSTRACT

Having detected the provincial and rural-urban disparity in multidimensional poverty in China in 2010, in this chapter we examine the trend in multidimensional poverty during the years 2000 to 2011 to find what changes may have occurred in deprivations at various provinces and the performance of anti-poverty policies. Recollecting the problems related to the dual cut-off (AF) measure developed by Alkire and Foster (2009) discussed in Chapter 2, we also consider the totally fuzzy and relative (TFR) measure of poverty introduced by Cheli and Lemmi (1995). We use various weights with different cut-offs to eliminate any subjectivity that may arise from the use of a specific weight or cutoff. Furthermore, we examine poverty at provincial/regional and rural-urban levels to assist in the development of necessary policy prescriptions.
