ABSTRACT

The Morocco crisis of 1911 the Government really realized that the Angel of Fate was turning the spacious orb and that the nation might draw the lot of war. Each Government Department had a chapter in the War Book, which contained a summary of all the action to be taken by the department on the outbreak of war, together with a synopsis of the corresponding and simultaneous action to be taken by other Government Departments. The action to be taken was sub-divided into periods, a Precautionary Stage and a War Stage. Those departments which had a large amount of action to take had in addition an Internal War Book assigning responsibility for each detail to its various sections. The Admiralty and War Office, departments which exist solely for purposes of war, possess very carefully organized machinery for ensuring that all departmental action required of them on the outbreak of war is kept tuned up and ready for immediate use.
