ABSTRACT

On May 29th, the Entente Powers, after prolonged negotiation, made a formal offer that if Bulgaria would attack Turkey with all her forces, they would consent to her immediate occupation of the territory up to the Enos-Midia line, the line mentioned in the Treaty of London after the first Balkan War. The offer hung fire all the summer as Serbia could not be persuaded to make the necessary concession, but on September 15th the Minister at Belgrade reported that the Serbian Government had agreed to the offer of May 29th, subject to certain restrictions. The Entente Powers, after the usual hectic exchange of telegrams between London, Paris, Petrograd, and Belgrade, decided, in view of the gravity of the situation, to overrule the remaining Serbian objections and to make a firm offer to Bulgaria which was despatched to Sofia on September 14th.
