What is the fractal trade pattern? John Ruggie (2004, p. 36) of Harvard University asks, Is it possible to do a fractal overlay of proliferating transnational ties and strategies among nation-states and nonstate actors, plotting the channels among economic, political and judicial institutions and public opinion social action mobilization? Global trade standards are set by the World Trade Organization (WTO) and World Bank (WB) in agreements such as General Agreement on Tariffs and Trade (GATT) and North Atlantic Free Trade Agreement (NAFTA) and even involve the International Labor Organization (ILO).
