ABSTRACT
Of the three basic dimensions of policy analysis emphasized in the introductory chapters of this book (efficiency, equity, and political context), the analysis of efficiency involves the most widely accepted set of concepts among policy analysts. Debates about efficiency occur frequently, but they often involve specific questions about its measurement or its importance relative to other policy goals. There is relatively little debate about its general meaning.
