ABSTRACT

According to the Pinsent Masons Water Yearbook for 2012-13, around 14% of the world’s population, some 962 million people, are served to some extent by the private sector for drinking water and sewerage, compared to 5% in 1999. Figure 1 illustrates the wide variation of situations, from countries where private-sector participation (PSP) is almost the norm for both drinking water and sewerage (Chile, France, UK) to countries where one of the two segments is not open to PSP (Netherlands, Austria) or PSP is absent or nearly so (Japan, Sweden).
