ABSTRACT
Children depend on their parents/carers and are unable to provide adequate safety for themselves. The adults who are responsible for the child are also responsible
for creating safety for the child. If a child no longer lives with his parents, then the child’s foster or adoptive parents or residential staff are responsible for everyday care, including safety.
