ABSTRACT
Harbaugh was a clinician in private practice in Seattle, an investigator with the Washington State Human Rights Commission, and the facilitator for the Gay Men's Health/Support Group. Initiative 490 would have declared all homosexuals “deviants” and denied them any job in local government; Referendum 7 was a move to repeal the 1985 Fair Housing Ordinance in Seattle.
