ABSTRACT

This is the text of the address given to the National AIDS Network (NAN) Conference in Los Angeles, California on March 27, 1987, by Representative Tony Coelho (D-CA), at that time House Majority Whip. The legal case mentioned is School Board of Nassau County v. Arline, decided in 1987 by the U.S. Supreme Court, which held that a person with a contagious disease (in the original case, tuberculosis) could be considered disabled and therefore entitled to legal protection under the Rehabilitation Act of 1973. C. Everett Koop was the surgeon general of the United States at this time.
