ABSTRACT
This speech was delivered in San Francisco by Supervisor Harry Britt in the late autumn of 1989, and was addressed to supporters of a measure known as Proposition S, which had been successfully passed. The earthquake mentioned is the Loma Prieta event of October 17, 1989, centered south of San Francisco.
