This address was given by the chairperson of SETA, the national human rights organization of Finland concerned with the legal rights and equality of gays, lesbians, bisexuals, and transgendered people, at the opening plenary session of the ILGA meeting in Helsinki, Finland, in December 1994. ILGA is the International Lesbian and Gay Association.
