ABSTRACT

Child sexual abuse is a multifaceted problem for which there are no easy answers. In spite of changing cultural mores and attitudes toward children over the past two thousand years, the sexual abuse of children has persisted. This chapter will examine what is being done and can be done about the problem on several levels. Just as child abuse requires a victim and offender, the potential to abuse and be abused, and a facilitating environment, a parallel case can be drawn for child sexual abuse. Thus, to be effective we need to attack the problem at all levels.
