ABSTRACT
A dense cluster of towers on a peninsula rises against a spectacular backdrop of unspoiled forests, mountains and ocean – this is the iconic image of Vancouver, Canada’s third largest city (City of Vancouver, 2006a; Fig. 1). It contains over two million inhabitants and consists of twenty-one separate municipalities and one electoral area, forming the Greater Vancouver Regional District (GVRD). The City of Vancouver, referred to in this chapter as ‘Vancouver’ or ‘the city’, is the central municipality of the GVRD, with 600,000 residents, or approximately 30% of the total metropolitan population.
