ABSTRACT

School bullying has been of concern in England and Wales since 1989, when the government's Elton Report on discipline appeared and three books on the topic were published. Survey results suggested bullying was widespread, with around one child in five being involved in bullying during a school term. This generated media interest, which has continued to the present day. The Gulbenkian Foundation supported a number of initiatives to tackle bullying, including a booklet, a telephone helpline, drama work, and a bibliography (recently into a second edition). It also supported the first large-scale survey of school bullying, of nearly 7000 pupils in 24 Sheffield schools.
