Does building a hospital in a district increase the common well-being of residents? Is privatization of a telecommunication company an improvement in the country’s economic conditions? What is the social impact of a new regulation that extends compulsory education by one year? To answer these questions, a notion of social welfare and how it changes needs to be defined. This is not easy.
