In Chapter 14 we discussed how to relate the number of people employed to the fluctuations in business demand, This only serves to emphasize that labour strategies are largely dependent on business strategies. The business strategy decrees to the labour strategy:
How many workers are needed.
The proportion of fixed to variable employment.
The proportion of added value available for wages.
The type of people the business needs.
The type of skills the business needs.
