The Einsatzgruppen, or mobile task forces, moved into the USSR behind the frontline German troops on 23 June 1941. Heydrich issued the following orders to their commanders.
All of the following are to be executed: Officials of the Comintern . . . top and medium-level officials and radical
lower-level officials of the Party, Central Committee, and district and subdistrict committees.
